This action was instituted by Emile Vallet on October 24, 1966 against the city of Seattle and the members of the Board of Trustees of the Police Pension Fund of the Seattle Police Department (herein called the board). The object of the action was to obtain a judicial determination as to the amount of pension to which Mr. Vallet was entitled at the time of his retirement under the police pension laws of the state of Washington (herein called pension laws).
